When someone says they want to buy backlinks in Sydney, what they usually picture is handing over money and a link appearing. That version - a link sold as a product, in bulk, from a network - is a link scheme, and it is precisely what Google penalises. It is also why so many businesses have been burned.
Here is the reframe that changes everything. You are not buying a link. You are buying a service that gets you backlinks delivered. You are paying for the research, the outreach, the relationship with a real website, the content that earns the link, and the placement. The link is the outcome of that work, not a product on a shelf. That difference is not a technicality - it is the entire line between link building that grows your rankings and link buying that gets you a manual action.
